High-tech in low hands.
There’s a sequence in The Bourne Identity in which Matt Damon’s amnesiac spy stumbles into trouble in an American Consulate, knocking out security and drawing the attention of any number of men with rifles. As an afterthought, he returns to the limp body of one of his victims and takes the man’s radio. Listening in as the authorities coordinate their search makes it easy for him to evade a lot of unpleasantness. Balkan war criminals and assorted terrorists may be doing the same thing, thanks to chuckleheads in the US military.
